Why not use the same screen for mobile signin / signup with phone & sms?

In our mobile app, the only signin / signup option is using a phone number followed by sms code confirmation. Right now signin and signup are two separate buttons leading to identical screen flows (enter phone number, confirm sms code).

But I wonder why even have two separate buttons? Why not just one "Continue" button that leads to "enter phone number" screen? Any UX considerations I am missing?
