Why does reddit let you ask a question and then instantly remove it?

Reddit already knows that your post will be removed before your write it. They let you sit there for a half an hour writing it out. Then you submit it and it gets instantly removed. I cannot think of a more scum bag UX than that.

Then you might try to change your post or submit it to a different subreddit and it will say "you are doing that too much. try again in n minutes".

This seems unnecessary and kind of like something that just makes the world a worse place, right? Yet this is a very clear and hard line decision reddit continuously chooses to make about how their UX should be. What is the reason they use a hostile UX like this?

I want to add some more context to this in the hopes that I will get a better answer. Just to clarify, I had asked a neutral/non-offensive question on a two month old account that had lots of post and comment upvotes. My question, in no way shape or form could be justifiably removed for being low quality, trolling, being a new account, spam, etc. Yet a UX decision was made by reddit to basically troll me. So perhaps that is my question. Why does reddit troll its own (would-be) users?
