Why can’t LinkedIn have ‘Press Enter to Send’ be a ON/OFF toggle switch?

I see in LinkedIn page they've got a separate button with three dots ... to show the options 'Enter to send a message / Enter adds a new line'.

Why LinkedIn didn't have a toggle switch? for Enter(Return) key event?

ON -> Will send the message OFF -> Will add a new line
