Which is the best UX strategy on a listing page?

I've got an application listing page where a user can create applications using a button. The page consists of a listing table and the Create Application button.

Initially, it doesn't contain any applications and IMO showing the table is not relevant.

Question: What is the best way to organize the initial page design?

My idea is to go with a big button in the middle of the page initially and when there is atleast one application the button will move to the top right of the table.
