What’s it called when people do menial work in service of data?

Where misunderstanding computers/programs creates new forms of tedious and/or repetitive work, which the computer ought to be doing.

Two examples:

Have a database but instead of importing directly from a spreadsheet, employ staff to enter the data via an HTML/web front end.

Printing out and storing emails. Then later trying to search through the hard copy for some piece of information.

Is there an name for this syndrome, is there anything to read about why it's incorrect use?
