What is the Google Authentication Plugin? [on hold]

I found an authentication UI as you can see in the following attachment when I visited on https://medium.com/. Does anybody know how you can realize the authentication feature? Or does anybody know that the plugin is? Because the UI seems show up on other websites, too.
