Web or App menu for Dropbox Videos

I have a lot of videos in Dropbox, and I would like to make a menu (like netflix where you can see the thumbnail and click on what you want to see) so my girlfriend, and my family can see them all from desktop (windows) or mobile.

My question is, should I make a web ?, an app for windows and android ?, I don't know which option should be better, and which language could be better.

Only a few people (like 2 or 3) will have access, from mobile (android) or pc (Windows). And there is really a lot of videos and I will upload more, so if I need to upload, share, copy the share link and put it in every app, web this would be a lot of effort.

I think about making a web, and with a python app, just connect to dropbox, get the share link and modify my index html. But maybe you know some better option, hope you can help me :(
