web design tool like plunker for your page

I am after a tool to develop my mostly PHP website. I have recently purchased a Chromebook, my main tool in windows is PSPad, as it has a useful FTP upload feature, but as I don't think I can use this on Chromebook, I would like to edit the pages directly on the server.

Is there a way to do this or what would you recommend as the next best thing?

If not I might try to make one.
