Web design recruitment test [on hold]

I want to get input from web designer/front end developers. I was applying for a job for a company and they asked me to perform a test. This test was to design a landing page and code it from scratch in only one hour. Is this even possible to finish? I couldn't finish obviously and I found it to be extremely unrealistic way to test.
