UX for Disable/Hidden calculation labels in website

We designed calculator page in website for loan company. this page split for two sides.

Left Side include menu for company Services, menu for programs follows these services, and other fields such as: Loan Amount, Interest, ... etc.

Right Side we display the calculation result, such as the monthly payment, profit percentage, ... etc.

Now, Company want to show user message if choose specific programs to tell him, this programs are stopped for while.

what's the best for website page UX? 1- Hidden all fields except (programs and services in the left side, and show message in right side (clear all data in right side)) 2- Disable all fields except (programs and services in the left side, and show message in right side (clear all data in right side)) 3- show Pop up message with background page disable
