Transfer analog process of circling with a pen, highlighting content, and commenting on paper – into digital [on hold]

I have a grid. User prints it out. Circles some cells with a pen. Highlights with a highlighter. And comments underneath the table, pointing out to certain cells. Then gives it to another person, to share information.

I need to transfer this process into digital UI.

Please recommend resources and examples I could look at.
