Recommendations for single-page website CMS / themes with current active page menu highlight

I'm looking for recommendations for a website CMS system or specific themes that will work well for creating single-page websites.

What I'm particularly interested in is having a menu where the menu buttons indicate which part of the page you're currently on. Visually this makes the menu also a kind of progress bar telling the user how much of the page is remaining.

I have next to no knowledge of coding and would love to hear about flexible, user friendly solutions. Any recommendations are much appreciated. Thank you.
