Recomendations for a menu system? [on hold]

I need to add a menu system and was curious as how to do this properly. I thought about

• setting up a right click for each bookmark to bring up a modal.
• on hover, having an edit symbol appear to the right of the bookmark that you can click on to bring up a modal.

I'm sure there are other ways.

Which way would be the best?
