Need help in creating Designer Personas for remote users

I am new to ux design and I need to create personas for users who are from other country. The end users are learners and authors of US based universities who use an online learning tool. Now, how can I get understanding the user's behaviour, goals, attitudes and frustrations while using the learning(users are learners) and authoring(users are authors) tools. I am based in India. Can you guys please suggest me some UX tools for capturing the above information? Help would be appreciated :)
