Need an understanding of Sequence for Download and Delete button

I have 2 icons for each row, Delete and Download. But I feel like putting the Download icon before Delete button. Please help me to understand, what should be the sequence as per guidelines and what is the thought behind it, below is the screenshot of what i have currently
