Multiple data boards

I am working now redesign a complex dashboard, with multiple panels info about user, policy and claims (working in a insurace company), now the data are bit confusing, all fields are mixed and don't have any orden.

This is the actual design, so I thought to design this panels as expandable panels, I mean as a vertical carrousel, first, to have the information more structured, with more space to create some "orden" and always visible. Also I thought about create a lateral menu, but maybe is more confusing, What do you think? In future questions I'll ask about the complex information between panels. Thanks!
