Multi selection to take action or individual action buttons

I have a problem with two different types of action patterns. My approach was multi selection of rows and a single action button on the top. Another approach is having action button on each row which is visually not appealing. But there is always pre-action (mandatory) which has to be taken before the action is clicked.
