Mobile menu: horizontal scrolling or pull down?

Just out of curiosity, what would you rather use for a mobile menu if you had to choose between these two:

The horizontal scrolling one seems very familiar these days due to its heavy use in apps and all. And it preserves the tab appearance from bigger screen sizes. Also, it could be a little bit simpler to be implemented by the dev team. The shortcoming is that user wouldn't be able to see all the options they have at once, and if they choose one and then scroll away, they would not know in which tab they are if there isn't a page title under the tabs.

The dropdown seems to be a more conservative and straightforward choice, with much less visual noise.

To me, both seems to require the same amount of effort by the user. And as I know this is not just an aesthetic choice, what else would you consider between one and another?
