Location Filter UX Issue

Context

I'm working on a SAAS product. We have multiple assets listed in our product and user can chose to specify location to an asset or choose to leave the location unspecified

Problem

We can create reports for assets with locations. Currently we can filter the report based on certain metrics. For example we can specify that if we want to see reports of assets with locations then the filter value would be "ALL LOCATIONS". User can also select any specific location to filer specific report.

But the problem arises at the default filter setting. By default "All locations" filter is selected and assets with no locations tend not to show up because we have select "All locations" filter. User specifically has to select "No location" filter to see assets with no locations mentioned.

Can we somehow improve the usability of this filter widget?
