Intercepted forms

I have struggle with one case. I hope i can clearly break it down for you guys. So i have form like this on bottom link. Form can be VERY long or short (user can create form by him self). Form can be split into sections (sub titles in my case). Its all good and OK until, user can break section in half. As picture shows, Main title 1 was intercepted by 2 sub titles. The titles are somehow forms context so you know what are you entering in general (sure labels tell, but title brings more general view of context). How can this be achieved for better UX? Should i put title (even if duplicated) on every form even if intercepted, or is there any better UX? I was googling for case like this but could not find anything.
