Instagram can an old person stalk me? [on hold]

I am going to loose my mind. I am being stalked and disturbed by an old person who used to be my friend in instagram. I have a suspection that he blocked me and now he is able to stalk me because I cant block since I cant see his name anymore. Is there any any cure to this? I need to be able to block this person.
