Icon before the value or vice versa?

In what cases icon should be put before the relevant value and vice versa? For example, when it comes to text icon is always displayed first and then follows text. But when it comes to numbers I see don't see a particular trend. How does value to icon position affect usability? Or maybe sometimes it's just easthetic decision?

Note, that battery percentage value always comes before icon, at least from what I've seen on mobile devices and laptops. But for likes its usually icon before the value.
