How common is it for a user to report that they’re having a problem?

Let's say that I have a website that has a large usability problem, like videos that were once available to watch are now buried under some hard to find links and buttons. Is there any data that indicates that if I've heard complaints about this change from X number of users that this could mean that Y number of users are having difficulty with the feature?

My feeling is that I would only be hearing from a small fraction of people that are having trouble, but I have no data to back this up.
