email verification issues on both MS & gmail

I have prompted to verify both new and old hotmail & outlook addresses. This is also true of a new gmail. I select an email address to verify to since I can not receive text messages. They send a code to the email address, I then enter that string into the verify dialog box. It says it is accepted allows me to enter my email address once. I exit and try to log in again and am prompted with the same dialog verification box but now all 4 email accounts are locked since I can not verify any of them to get the verification number sent to me. Is the government blocking the flow of information, are we at war yet because the Korean conflict was never called ended, is this China's cyber attack, are this a battle of a social or religious group, the European & United Kingdom still owns CHina as a territory.
