Dashboard with variable size section

I'm designing a dashboard, with various graphs and data tables, that has a section showing the relevant users. My initial design was to have a card design for each user and it looks fine if there are 20-30 users but it's possible that there may be only a single user, which means there's too much white space in that section. What would be a good way of displaying the varying number of users and also accommodate different screen sizes? Thanks in advance.
