Creating own Website from existing Template

I want to create a design and code for my website that is inspired by an existing template. The website is: https://szewacheung.com/ and the template is: https://cargocollective.com/virgo. I'm a beginning coder, so I'm not really sure how to start. Does anyone know any pre-existing templates/code that look like this, or any other resource that can help me get started?
