Creating Monthly Mockup System for Clients for functioning website from scratch [on hold]

CONTEXT: My company/website I work at deals with clients whose info is updated regularly on the site. So far, my company sends mockups by changing the info on the back-end, quickly taking screenshots with the new info, then taking it down and replacing it with the old info=>then sending the screenshots to be approved by client (make sure info is correct/to their liking). This process can have multiple iterations before the info is even officially made live. This is a very tedious process and happens every month or so and we are technically not even allowed to live this info on the front-end, which is why it must constantly be put up then taken down over and over again until client is satisfied.

QUESTION: Is there a way to create an actual mockup? A mockup that looks exactly like how it will look like on the website when it goes live? Q: What method is best to do this? I want to do it free, and send it as a pdf, although I'm open to other ideas. Do I have to do photoshop, or are there UX tools to do this?
