Colored buttons->type of tie

I once heard that the color of the buttons on your shirt dictate what type of tie you should wear. It went something along the lines of: if the buttons were a different color then no tie is needed, if they were similar to the shirt and or coordinated with it then it should be a bowtie, and if the buttons were clear or the same color then you would need a necktie. .
I have never seen this anywhere else and I can not find the video I remember. What im trying to ask is, is this true and or a different combinations.
