Best practices of displaying multiple sections/subsections on web application for good user experience

I am building layouts for a web application that requires the user to fill in multiple pages of information for review in the company. Same user or combination of different users can be part of an review in the company.

Users can select one primary section and secondary subsections for the primary as per their requirements of review. The primary section can have multiple secondary subsection mapped as per selection by the users. Also same or different user have the flexibility for adding multiple review factors for each subsection while giving the review in the company based on the user rights.

Adding multiple review factors for different subsections as well as review factors already available will create number of the sections on the review page and it would make the page bulkier and scrolling option will have to be provided accordingly.

What would be the best practice for displaying number of sections/subsections on the webpage for a good user experience?
