bad practice empty hyperlink positioned absolute with 100% height and width?

hey i've seen this on the bbc webpage

and i wanted to ask the community if you think this is bad practice or actuall good practice

this still allows somewhat :hover effects on the media element i guess this was made to create a smaller dom depth

what are your thoughts
