Apples take on sounds in iOS games

Is there anywhere that apple have mentioned in a UX paper or something that sounds should only be used to add further feedback or just for experience (background music).

For example:

you must always use subtitles if someone is talking in a game

I rarely ever have the sound on in a game as it is usually really annoying (just background bit noise) but I recently played a battle royal game where if you didn't have sound it was a massive flaw. As you would have no idea where anyone was or whether you were shooting etc... (I am pretty sure there is no way for a developer to know if you have the volume turned off (switch on the side) [I know you can control the volume if it is on])

I am looking for something to back me up in this argument from Apple if anyone knows anything or can contradict?
